The elderly population in the U.S. is expected to double over the next 30 years while the caregiver workforce (traditionally females between the ages of 25-54) is projected to grow by only 7%.

By 2010, the demand for home care workers will increase by 62%. Home care is the 10th fastest growing occupation in the country — but demand is outpacing supply.

 
   

The Consortium was founded by a group of community-based organizations to provide quality home care services to seniors and people with disabilities — enabling them to live independently and safely in their homes and communities, rather than in nursing homes, hospitals, and other institutions. Clients are referred to us by the San Francisco Department of Aging and Adult Services (DAAS) In-Home Supportive Services Program, which determines eligibility, assesses needs, and authorizes services.

We received our first home care contract with the City in 1994. Since then, the Consortium has provided nearly 3.7 million hours of services to approximately 6,500 persons. Our clients reflect the ethnic and racial diversity of San Francisco and speak more than 10 languages and dialects. Our staff is conversant in English, Spanish, Russian, Cantonese, Mandarin, Toishan, Tagalog, Amheric, Hindi, and Urdu.

The Consortium is contracted to provide services that may include cleaning, laundry, and meal preparation; shopping and errands; non-medical personal-care services and certain paramedical services ordered by a physician; and accompaniment to medical appointments. The Consortium also links clients with other vital community services.

   
 
 

Contract vs. IP
 
 

Most IHSS recipients hire and manage their own Home Care Providers — often family members or friends. If a recipient is able to supervise services but does not know someone who can perform the work, the IHSS Public Authority — a quasi-governmental agency — operates a registry of qualified workers. These workers are called Independent Providers — or “IP.”

If a recipient is too frail, ill, or cognitively-impaired to manage services, the City will refer the peson to the Consortium in what’s known as “Contract Mode.” The Consortium employs, trains, schedules, and supervises the workers sent to the client.
